I don't know what it's called in English but the Japanese name of the manga is call 風のサンタ written by 川崎のぼる

I searched this up, but couldn't find a free version. Apparently, you could only buy it from various Japanese online stores. The japanese title is translated to "Wind Santa" it's seem to be pretty obscure and only has 3 volumes too.
