You should post this question on the artists deviantart page given in the source link. It's unlikely he/she reads the comments on image forums like this one, most artists don't.

Draw the cloud the same way you would do with an object or a human for example, next, fill with color, combine layers of lineart and color, then, reduce opacity to your likes, apply Gaussian Blur a little bit (as opacity, apply the effect of Blur as much as you want) done! It's very easy! Hope it helps!
