To add a translation, click the "Add note" button underneath the image, and a text box for you to add your translation should appear in the middle of the image. Drag the text box over the text your translating, then hover over the text box. A second box should appear underneath telling you to 'Click to edit'. There you can translate.

Not sure if there's anything which just let's you pull raw text out of pictures yet.

The Google Translate app lets you use the camera on your phone to translate if it's written clearly. Wouldn't work hear though, since this artist writes all the text manually rather than typing it out, so the camera would find it difficult to recognise.

Otherwise, you just have to type out the text yourself with a small amount of Japanese knowledge. Most of the letters will be Hiragana or Katakana, which you can look up on wikipedia. To find the kanji, this is a useful site;
